That scope rail looks like the one used by Israeli forces on the M82 rifle.

There is an awful lot of long range firepower in that picture. The weapon itself was developed as an anti-material rifle, for the likes of EOD units to deal with unexploded conventional sub-munitions without having to make dangerous approaches to dispose of them by other means. Largely replaced in UK EOD service by the Accuracy International AW50 L121A1 rifle.

With a diameter of half an inch, a projectile weight near 50 grams, and the ability to hit a target 1.5 kilometres away before the sound of the shot even reaches the target, that photograph is pretty damned sinister indeed.
