Merging / editing together video with different frame rates

Is this even possible?
I videoed a "cross bar challenge" today, all i had was one of the schools Canon 1300d's and my GoPro Hero.
So the people kicking were filmed with the 1300d on a tripod at 720 50fps
The ball was tracked and the crossbar shots were done with the GoPro at 720 60fps.
I have Adobe Premier Elements, will i be able to make this workout screwing up the playback speed? Can the GoPro footage "lose" 10 fps?
Ideally i want to have the video of the footballers, and the cross bar shots inset at the top right or similar.

FFMPEG can do it. I use the linux version but there is a windows one.
