Just giving this link because personally it took me a long time to track down the correct long reach cap....that is, one that also includes the upper rubber seal,so no messing around cutting up bits of old inner tube.

Is that the whole cap, or just the rubber seal? Seems worded in a way to suggest its just the rubber seal??

It's the cap inc.seal.
As a relative newcomer to the 'S' series I would say there is no can of worms whatsoever...this cap is on the swirl pot thing...a plain cap goes on the expansion tank,that's it.
