Are the grub screws actually unscrewing, or just slipping against whatever they are supposed to secure to?
I think it's the latter as they don't tighten any further.Mark the point where the grub-screw bites and centre punch that point. Get a drill bit with the same taper as your grub-screw and drill a very shallow hole, no more than a countersink really. The point of the grub-screw will sit the "hole"; no more slipping. Or for a more permanent fix, so long as you're sure where you want the mirror to be, drill a hole the same size as the grub-screw and wind it into the hole. Definitely no more moving

Makes sense to me. However I am puzzled:I have Mk1 MX5 mirrors and I am not dependent on a grub screw? The tension is created by a spring which has a tensioning nut surely? There are so many early MX5's still running that there are kits available on ebay to restore the working parts of the assembly. I bought new stainless internals for mine. Must look and see if I have a picture somewhere.
Worth a look at these, mine was just like this. I am pretty sure I bought stainless springs as well.
