I was thinking about relocating the expansion tank to place it next to the swirl pot.

Has anyone done this or something similar ?

Also, I'm wondering if the expansion tank, based on it's original position, needs to be located higher than the top of the swirl pot ?

Any comments welcome.

Obviously, the paper bracket will be replaced by a shiny stainless item smile

It normally would be but the function of the swirl pot is to trap and separate air from the coolant. as the coolant expands any air in the swirl will be forced along the pipe into the expansion where it will rise to the top. When the system cools only coolant will be drawn back into the swirl.

Moved mine to a stainless angle bracket secured by the weight of the battery. It sits in the end of the battery tray next to the swirlpot with the battery clamped down on top of it. Easily visible when you open the bonnet.
