If the Pressure cap goes on the Swirl pot and the expansion tank is a non return reservoir. What is the point of the expansion tank? Why is it there? There would be no point to it! You might as well just take it out and let the water vent to atmosphere as this too would be non-return!

This has been discussed many times and the general conclusion is that it has no use ! just extend the venting tube so that water does not leak on to your immaculately maintained engine bay and remove the plastic tank, thus giving more space to access oil filters etc.
What do you think Steve ?

It's to stop water venting onto the road and creating an instant skid pan...

But the expansion tank is being used as a catch tank so that it doesn't. If the tank gets too full, it is supposed to be emptied as the cooling system has been overfilled or got too hot!
