Alternative to the Shard for "experience" lunch?

We need to take an elderly relative out for afternoon tea and had considered the Shard, however I gather the restaurant is not near the top.

Is the Shard still worth doing or are we better off elsewhere? Ideas appreciated.

Shard is nice enough view wise,but for the meal I'd suggest tea at Claridges as the older generation love all that.

She would be overwhelmed by Cladidges I think. She is quite a humble sort.

Its not as you expect I believe.My other half took her mother there for her 70th abd she loved it, and she's as normal as you can get.

Shard Shangri-la does a good afternoon tea and you get the view. At ground level the Goring is very relaxed.

How far up the Shard is the Shangri-La. I had a look at the website but couldn't find that info.
