Speed camera?

I've just joined the motorway at Segensworth heading Westbound, and on the first bridge there was a man in a grey coloured top thing with a camera on a tripod? That's what it looked like?

Does anyone know if this was a policeman with a speed camera?

Would've thought he would have been in hi-vis and would have the van parked next to him if it was a speed trap. Maybe those traffic counting people?

Could be anything. I've seen speed cameras, traffic counters and DVLA ANPR cameras on that bridge.
