How would this work? There is no offence of imitating an unmarked car but there is an offence of imitating a police officer. Unless he was pulling people over stating he was police then no offence of imitating police. Obviously if blue lights were fitted etc then there are different offences but I know one guy who made his vRS look like a cop car with extra aerials and dash/grille lights but they flashed amber. Perfectally legal.
Maybe it was that guy as I only took a passing interest in the comments and wondered why on earth someone would want to do it.

I was passed today on the M27 near Southampton by a grey Landrover Discovery.

It was doing about 120mph with blues flashing behind the front grill and it the back window.

2 unmarked spotted in Fareham today. BMWs as usual, although I dont think they normally from memory have badges on the back but these were both 330d models. Apart from being parked next to marked vehicles, they stood out as the engines were still running but no one in them (runlock system I guess)

On Friday, charging through the middle of Waltham chase like an idiot was a white 14 plate (I think) Insignia SRI estate with blues and sirens bleating away. Not one I have seen before.

Silver unmarked Focus estate seen yesterday going the opposite way to me on the M27. Tonight he was going the same way got on M27 at Fareham and off at Park Gate he was having a tough time getting through the traffic, peoples observational skills are awful

That's not police.
There are silver and black Mondeo Estate police cars around but they are not traffic cars.

Yes but that vehicle has a light bar on the roof and also rack bars. Our do not. Also those Mondeos we have are traffic cars and are driven by traffic officers.

The vehicle in the photo is a doctors car I believe.

I'd say training I've seen a car like it doing a circuit of Warsash usually on blue lights a few times a year

No not one of our training vehicles either. It will be a doctor or paramedic. I recall seeing it at a few RTC's in the past.

Tons of unmarked on the motorway today. Dark BMW 3 series westbound this morning on the M27, another unmarked dealing with the crash on the M3 towards Eastleigh tonight and then near Basingstoke EX64 GNJ (BMW 3 series) had pulled a white van over

Traffic are still running a 57 plate Focus ST around Bournemouth. Seen last at the Airshow, seen twice this week tooling around Old Christchurch Road and Branksome...

Spotted a white 5 series touring on the Itchen Bridge today.

2 more spots for SV64 BJJ Unmarked BMW. Seen it the last 2 days and it is always (as pre previous spots) between the 2 Basingstoke junctions and always northbound and pretty much in the same spot. Yesterday around 18:45, today at approx 17:00.
Perhaps to save fuel costs it is parked there permanently?

Anyway keep em peeled along this stretch
