It isn't in the Town council's powers to approve the road closures, this statement on the Borough council's site is noncommittal about supporting the event - https://www.barnsley.gov.uk/news/cabinet-to-consid...
Very confused by that statement, as MSUK have granted a permit for it. WilsonWilson said:

I wasn’t suggesting Penistone Town Council were making a decision to enable the event to run, just that the minutes make mention of the progress (rather than finalisation) of the event arrangements. From Barnsley Council website it looks like they’ll make a decision mid-Nov, the papers are online and include the stage maps. It’ll be hilly in places!

The organisers have now released the residents guide which includes maps of the stages.
No news on exactly where the spectator areas are yet. Has anyone been to similar events before? there are quite a few footpaths which don't appear to be closed which end up next to the route, does anyone know if spectators are likely to be allowed at those points?

Have you thought about marshalling?
Events like this always need as many people as they can get, and even as a 'newbie' you'd be paired up with someone more experienced who would guide you through the processes. The other benefit is you have your car quite close and can have food/drink/clothing available.
Being part of the club also enables access to other events as marshals and there's quite a few on next year which will give you lots of opportunities to see the cars in action.

The rally had been postponed. https://www.barnsley.gov.uk/news/penistone-closed-...
thats a shame but i have to say not unexpected, less than a month out and not approved, no word on viewing areas.
I'm sure there were more ommissions we're not aware of
Most of the roads are barely used, but of coure the 6 people who might use them would kick up a stink. It was the same with the Holme Moss hillclimb that was supposed to take place, never happened becasue they couldn't get approval for the closures, instead "competitors" got to take un untimed ceremonial run up.

Read a few comments on facebook - it seems that the first engagement with the locals on some of the routes to be closed, was them getting a notification through the post/on their lampost of the closure application.
That is poor. I know its hard, and it takes a lot of effort, but the organisers need to be engaging with them waaay before the official council application lands, such that they are already on side and any queries have been handled and dealt with.
For example - the Tour of Britain cycle race - where the roads are only closed for a couple of hours - the organisers work with local communities to promote the benefits to them of the event.
A real shame but hopefully a chance to properly promote it ahead of another go next year.

Seems there is some confusion on this, the club are saying they did do a large amount of PR work, but the objections were created (as usual) by a very small but noisy minority.
I'm not familiar with the process for a closed road event, but there are clear guidelines laid down by MSUK regarding PR work in advance of a Road Rally on Public Roads (That is not a 'closed' road event). They stipulate how you go about letting the residents know. A place of habitation, ie a village will get a public notice. A dwelling out on the road, ie away from a village, will either get a letter, or a personal visit with a signature obtained. The process has to be carried out within a given time frame, not too far in advance, but not too late either.
As I said, I don't know the process for closed roads, but I'd be surprised if its much different. Realistically, you cannot visit every house in a town/village, nor can you visit every house which is not on route, but would hear the event or be directly affected by it.
PR work is a thankless task, but what I can say from personal experience (for road rallies) for every one person who doesn't like the idea, there many more that are either ambivalent or want to know where they can watch it from.
