Because most drivers don't use common sense at any point. The roadworks have reduced the run-off areas, have changed the northbound on slip before J1 so it has poor sightlines and merges with traffic leaving at J1, and the 50mph zone extends through these hazards. Most drivers ignore them and do 70+mph, just as they used to whilst sitting in their BMW/Audi cocoon. Would you rather spend a few more seconds obeying the lower limit, or face several hours of delay when Police Scotland close the road to investigate the killing of a roadworker who stumbles?

My wee sister got done recently by two coppers armed with an XC70 and a speed gun and hiding in the layby just north of the bridge. They took off after her in full blues mode so she decided, being of sound Fife stock, to simply keep going until "she felt safe" which was about 5 miles up the road and halfway through Rosyth, Seemingly PC Plod was nane too impressed and rewarded her with some points and relieved her of £100.00.
Expect that stretch to be policed more heavily now that major roadworks are imminent.
Expect sister to continue to drive like she stole it.

Police Scotland is no longer a criminal investigation organisation, it is now a revenue generating service targetting easy victims i.e. motorists. The people pushing all this anti speed campaigns will point to a reduction in accidents and road deaths since the introduction of speed cameras, totally ignoring the vast advances in technology in cars in the same period making them much safer and more forgiving when the drivers talent runs out, ABS,TC, DSC, automatic wipers, automatic lighting, greatly improved braking materials, improved tyre tread patterns for dispersing water, etc etc etc.
