When my USA 280 was just a puppy it had new heads, they were shipped from UK.
That was when TVR had a presence here, so getting new heads for it in the US now would be unlikely.

The cologne is considered a go forever engine, assuming it gets some oil etc.
The Fuel injection is its Achilles heel, CIS, ok if you keep the fuel fresh and clean. If the car is left to sit for a while with no "stabil" you are almost guaranteed problems. That WILL be costly.

The problem with frothy stuff in the oil or oil in the water is that it has probably overheated, whether it was driven for a prolonged period, who knows.

I would only consider buying it as a roller with view to putting in a 302.

To reinstate it to a working original will cost you.

The are always people that will say it's a TVR, you shouldn't change it, but TVRs have had ford lumps since they were small and round with only 4 cylinders.

There must be better ones around.

You could buy mine but you are half a world away.

ETA
Just saw the C4 mentionsmile
Plenty of good C4s around, most faily high milage except those in the snow belt which only pop out for 4 months a year.
They do have dash board probs and the whole thing needs to be replaced, but no big deal.
Not as powerful as many think but a good choice for the money as they are still cheap.
C3s have rocketed in price over the last three years, make you drive one before getting one, look good but not everyones idea of a pleasant ride.

And of course TVR used the 289 V8 in those small round cars (the original Tuscan), and Triumph engines, before settling on the Cologne and Rover V8 (originally a Buick ?) for the Wedges at home, so they are more like manufactured kit cars. Not until later did they make their own engines.

There's a few with BMW engines also, so if you have the choice of spending a fortune on the Cologne, or moving to something else to power it .... we'll still talk to you here, and probably demand photos !!

2nd 280i fell short also. Not much left of the powder coating on the frame. Now it's kinda of surface rust with spots of cracked paint. Don't buy a car that's lived within 5 miles of the coast. People really think they have the dogs do do's for sale and can't seem to understand why the bloody thing hasn't sold. Keep it real you US TVR sellers.

Avoid the whole US market and find one in the UK. You could get a V8 too! Make sure it's had its 25th birthday and it's easy peasy to bring it over. For $10K you could have a very special car sitting in your driveway.

Yeah, seems like they got too bound up in the track stuff, and forgot that there were already some excellent engines out there, US, Jap, BMW, and even Ford (= Mazda, e.g. the Jag V6 engines). Shame, but then TVR did have a rather chequered existence, being bankrupt several (many?) times....
