Yes.


A dehumidifier works by reducing the temperture of the air until the water condenses. This requires the air to be "warm" ish. It's not going to be particularly effective in a car sitting at 8 degrees Celsius which my car is right now.

However it would work if I kept the car in a garage that was kept above 15 degrees celcius.
