Yes, 2013 is well into Evo X territory (X was introduced around 2009) however you can get some funny issues with imports, I've seen cars like that with the import year as the reg and not the date of original registration.VED is another one, I've seen 1999 Evo VIs with VED in the post-2006 band (£400 odd) and 2007 Evos with VED in the pre-2001 bands (£200 odd). I think it is down to the way the importer fills in the paperwork, but DVLA also seem to make it up as they go along.

A friend had this problem with his imported 1995 Subaru Impreza, it was imported around 2004 so fell under the newer emissions bracket, despite after his extensive research in finding out that its emissions were better or on par with new cars in 2004 in the lower tax bracket. If I remember right, the car was eventually sold outside of the UK for way less than he wanted. And that's when he swore never to buy/import a car ever again!
