Cardiff - North Rd lane lights - no more?

They installed these lane divider catseye type lights in red/green on the three lane stretch from city centre to the Aston garage-ish. Having seen some near missed due to numpties using a lane that was actually closed to them I though it was a fabulous idea that improved safety - especially for those less familiar with the lane controls. They seem to be off and unused for ages now - anyone know why?

Had the same thought as i drove that stretch the other day, they've not worked for quite a while now, a great idea compared to the overhead gantries, but they did seem to be on and off a lot after the initial installation.. maybe there is a fault and the cost of fixing is too high so cardiff council will use that money on pointless projects eleswhere in the city, like maybe another 300m unused bus lane like the one alongside whitchurch golf course.... a shame non the less as i agree they worked a treat....
