My wife told me about these and that they were flashing at around 71-2 mph.( her normal sort of Mway speed )
We checked these out at about 1 am New Year's Day as we drove past virtually alone .

They are between the A10 and M11 , and are located on the near side of the existing gantries , and are clearly an afterthought tacked on a grey steel sticking out to the left with what like 2 camera housings.

We didn't see any flashes as we were alone , but she said the day she first saw them she saw flashes from both sides of the motor way .

They also seem to be associated with the odd square Led displays that lay laterally along the central reservation. These are odd to as they point sideways along the carriage way , but at night you can see they are powered up with a rather harsh red LED telltale illuminated .
So what is it all about ?

The cameras are not so much an after-thought as a planned part of the Smart Motorways and use new HADECS3 cameras which are deliberately sited at the side of the road. They work based on the current speed displayed on the information boards shown on top of the gantries.

When they are first installed there is a calibration period where they activate a lot more than normal, when they installed them at Clackett services it was like driving past a strobe light at times. They should settle down.

They don't really have anything to do with the sideways boards per-se but those boards are variable message signs and, if required, will rotate to display the traffic it needs to be visible to and light up a message such as lane closures. It's all part of the Smart Motorway scheme.

Best not to speed past them though, they do work once calibrated.

Ohhh this may be what happened to me on the day after Boxing Day, going anti clockwise came through the tunnel just after M11 and set a load of cameras off not long after exiting the tunnel..... was doing around 80ish when I went through ( was breaking from 90ish as car in front had set off the lights as well), and thought that's not cricket..... hey ho, wait and see if anything lands on the doormat

On a trip from J28 M25 to South Mimms services I saw some additional gantry camera locations that were not present later last year.

A set of them are broke, on the north bound route in that area, they go off all the time.

It started happening in December. First time I had BIB behind me in a very nice M5 Estate and they got flashed an 'all.

I kind of just made it up, but I figure that's what is happening because when they were first installed at Clacketts the things went crazy, like flashing everyone doing 70.0009mph. They have calmed down a bit now and I can only assume it's because they've finished whatever setup/testing/etc they were doing.

Only an assumption, but based on experience.
