Ford transit tuning

Hello looking for advice on who to use for tuning my baby , I just feel really confused as I am pretty sure when ford made my transit they made 1000s more with the same file/program in the ecu for the same model yet when I read things like this on a website
With the postal method , for tuning , obviously I am not able to do a health check on your van or to tweak the map immediately but the results have been consistently good & feedback I have received has been excellent .. & you’re always welcome to post it back for adjustment if required or visit me after for fine tuning at a discounted cost.
The tweak the map bit
As surely once the file has been made correct why would it need tweaking surely that tells me it's hiding a problem with the transit as ford wouldn't hire 1000s to TWEEK every single vehicle they make .ford will make one file fits all on standard parts (same engine same parts ) when the upgrade ecu program is made surley the same rules apply for a standard transit or am I way off should I post in to the company who just may say when it's not running correct after the tuning telling me it's because it needs tweaking wanting more money
