Ford Ka Mk 1

My girlfriends 2003 Ford Ka has started to make a scratching type noise from the steering wheel. I checked and its not the power steering pump, but sounds like its coming from between the steering wheel and the plastic cowling.

Only had a quick check this morning, but any ideas what it is? Also is it easy to remove the steering wheel/plastic casing to look further? I dont want to set-off the airbag.

When I had my KA, it was the clock spring. Not very expensive from memory, but can't recall actual cost.
