Escort 1.6 Cabrio - Injectors

One of my neighbours has one of these in his garage. It's not running although he has the best intentions to get it going but usual pressures - work, family etc. - usually prevent this.
The problem seems to be related to the injectors. They seem to be pumping too much fuel in which is flooding the engine and causing it to cut out. If the injector Relay is pulled out the flow is reduced and the engine seems to keep turning over on the leaner mix.
Are there any known issues that might be causing this or anything I could tell him to try.
The car is in fairly good condition and it seems a shame not to see it out on the road being used.
