3) No noticeable issues with paint, bodywork, interior
4) Full engine rebuild or the car is warranted by a TVR specialist
5) A reflex colour or a lairy (non-girly) one
6) Not a 3.6l
7) No tango lights
Bonus points:
1) Under 30,000
2) Sports exhaust
3) An "S" or uprated spec
4) TVR number plate or '04 (there's a great 04 personalised registration I've seen that I really like!)
5) I guess I should say price because everyone likes a bargain but, truth be told, I'm willing to pay a fair price for the right one.

But more seriously, under 40k miles on a 10 year old car is really not many miles. IMHO cars that have been used a bit more often get their 'niggles' sorted faster and better than lightly used cars. I believe that cars that have seen more use are often as well, or better, looked after than their occasionally used brethren because if you barely use a car you will put up with a niggle or two. If the car is well maintained and has been looked after that is probably more important than the absolute mileage.

I really think you should buy on condition instead of color. Drive it for some time, you will have stone chips anyway and after that just do a full respray in any color you like. It will give you time to enjoy the car, visit events where you will be inspired by other TVR's and in that way you will end up owning the well sorted exact car you like.
I think Chas and Jason are among the most reliable people i have met and i have several Dutch friends who can back me up on that. I expect them to help you out with whichever niggle you might encounter.
