inlbs Torque Wrench Loan London area

I need to be able to measure 3 inlbs for preload on a T5WC as per 12:30 on this video

I think my motorcycle torque wrench may go that low, I'll check this afternoon and get back to you. It's north side of Guildford though if that's close enough?
