Not something I've ever grown but Chew Valley rate it as 'hard' i.e. difficult/not for novices.

I'd speak to the supplier for advice, seems they like shelter but full sun and a lot of warmth, you may be over watering for a Mediterranean plant - like a lot of Med. herbs, Rosemary etc., not enough drainage and being too generous with water might not be good.

Your killing it by over-watering, needs very very little water

OP, you know that once a decent canopy is there nothing else will grow under it, right? Same with Cypress trees and other conifers.

I'd move it away from that fence if I were you. Trees grow big.

And yes, probably getting too much water.

And may I also add that it may not only dislike the quantity of water but also the actual water itself. Is it natural water such as rainwater or chemical full tap water?

Especially Pinus. This was planted fifteen years ago. For scale the mower is nearly two metres long, without the grassbox

Some of the needles do go brown and drop off but it doesn't seem to stem its prolific growth.

it's a native of the Mediterranean region (particularly Italy), it shouldn't require to be watered in GB. Leave it alone and see how it does over the next few years (which is nothing in tree age terms).
