Rear wheel bearings

Hi everyone, been a while since I have posted on here :-(
Anyway managed to spend an hour the other day fitting my new bearings etc after tourquing the big but up to 200ft lb as stated in the manual I now can't turn by hand they seem locked up ! The bearings were pressed all the way in ? Any ideas?

Usual culprit when binding up is because the dust seal has not been pressed home all the way home.
