Maybe adding a skew in something like Photoshop.
You need someone who is good with photoshop. Simply enlarge the original text, change the colour and add the effect you want, then push the layer back behind the one with the lines, and mask things off so you see only the correct parts from each layer. Fairly trivial for someone who is good with photoshop.
Download original vector graphic here (right mouse button "save link target as..." ) and edit it as you like with Inkscape www.inkscape.org - it's open source!
