Hi I have a spare set of alloys for a BMW E38, the offset is incorrect so have some H&R concentric wheel spacers.

The wheel spacers are a touch loose in the wheel (fine and snug on the hub and snug on some other wheels I have) but only 0.2mm.

Q1) Will this clearance be enough to cause wheel wobble (like an unbalanced wheel)?
Q2) Would it be a good idea to wrap some tape around it to make it nice and snug?

If you are talking about spacers with built in spigot and the free play is only 0.2 when the wheel gets hot it will probably take up the slack
Not ideal but no biggy

Get rid of the spacers and buy the right offset wheels. I have seen more than one vehicle loose a wheel because of spacers.
