Its simple physics. Tyres that are too hard won't flex sufficently to expel water as the tyre comes round onto the road. Easily tried with a knackered set of old tyres - harder they are, the water just sits in them.Tyres expel water by squeezing it out as they flex when the contact patch hits the road. Too hard, less water expelled, easier to aquaplane.
