Cement along sills

My daughters Ka is her pride and joy but some how she's got what looks like cement/concrete splashed all along the sills (time to get some mudflaps).

Any suggestions how to get it off please ?

I had similar on my car, bit of white spirit took it off - wasnt concrete though
