From what I've heard it's a case of 'touting' yourself, proving you're willing and capable.
You may have to offer to 'help out' FOC one or two days a week or something until you've got some 'real experience' .... and independents may be easier to get a foot hold into rather than main dealers.

Could this possible be due to low barriers to the industry?
Scenario: they take you on for a few days a week at little/no money for a month or two. You show willing, interest and apitude and they soon have you on at £6/7 an hour and in a year or two you're fully up and running and able to do anything yourself. You then leave, get a loan for some equipment, rent a lock up and start competing down the road. I'm not clued up in the industry so not suggesting it could be quite so easy or possible to compete with the more 'pukka' insurance reg'd firms but could be something to do with this.
