My recently aquired MINI has at some stage had the roof repainted and it's a bit dull and orange peely. I've been told that a decent paint shop can determine if there is a laquer coat on top, is this true? My intention is if there isn't, then to cut back and polish up the roof to look nice.

If this IS possible, is there any decent paint shops in the Cardiff area that can help?

If you polish it, by hand or machine and the cloth/pad becomes black then it's not clear coated - quite unlikely on modern cars but you do come across it occasionally.
