Advice - removing rust in non visible area

Hello,
I have removed the engine from my race car, and wish to clean and tidy up the engine bay. This will consist of much washing but also some painting as there are parts of the engine bay showing some surface rust. What is the best way products to use, process etc) to clean up the surface rust and then repaint. As it is non visible I don't need the finished painting to look amazing, I just want to treat the rust in the most effective way.
The rust is surface, and has not penetrated through to the other side ( if you see what I mean). I'm not sure however if it is possible to sand out the rust to bare metal.
Car is a 1998 Pug 106.
