hole in top of wheel arch - what to do?

I have a Honda Civic which has a hole in the top of the wheel arch. The hole is about 4cm long (shown by the red arrow in picture - click to maximise picture) and wide enough to put your finger through or a screwdriver. Please see the photo I have uploaded.
The hole is allowing water to get in and making the boot very wet. Don't know if I should just bung some filler in there or fill it with an epoxy such as JB weld? Or should I get this welded? On a tight budget to don't have much to spare, but don't want to do something that is futile. The good thing is the metal around the hole seems good, so it literally is just the hole

The hole will have come from somewhere, rust or a poor panel replacement.
If any evidence of rust then clean as best you can and paint with Hydrate 80. Then put some seam sealer/mastic stuff in it.
If you put JB weld in the hole and it doesn't work you'll have a devil of a job getting it out again.

The professional way is to cut it out and weld new in, any rust preventative paint or product will only delay the inevitable.
A botch if you dont care too much about the car is to grind back all the loose rust to clean metal, paint well and bond in some light gauge metal with tiger seal or similar to plug the back of the hole.
You can then seal the other side with the tiger seal which im guessing is up in the wheel arch?
