Take clearcoat off of painted wheels?

Seems paint stripper can get clearcoat off, but parts of my wheels are painted.
I really want to get the clearcoat off and re-spray, as it's turned quite milky where water has got under it. I had the wheels diamond cut, painted and clearcoated a few years ago but they're looking a bit tatty now.
Is there a way of getting clearcoat off without wrecking the paint underneath?

Clearcoat/lacquer. Same thing.
IME milkiness & the spidery trails is often on wheels that are finished by machine cut on the metal & then clearcoated. Damage to the clearcoat allows water to penetrate under it & react with the ally so will need the metal refinishing to remove the corrosion.
As squiggs says, what will strip clearcoat will also do paint.
