Fixing lacquer peel with clear paint protection film

Would clear paint protection film work as a paint lacquer (clear coat) replacement? (I can't find any discussion on this on the web.)
We have a problem with peeling lacquer on one car. As it is the lacquer that gives the gloss coat, then surely a clear gloss paint protection film would do the same job of giving a glossy finish.
I imagine that I would have to clear off any unsightly lacquer peel, so that we are left with a car where the surface is either good condition lacquer or good condition, but matt, paint in the colour of the car. In fact, I imagine that the unlacquered coloured surface would be fine prepared/cleaned with, say 800 grit wet and dry - as the glossy film would make that disappear by providing a smooth glossy surface over the top.
The car is not metallic - but I'm not sure that that would matter.
