Any top recommendations? Usual cleaners (Autoglym and similar) don't work. Looking to remove spots of tar and brake dust. Wheels are polished once a year, standard powder coated silver. I don't want to use brick acid!

try some iron-x to get rid of the contamination, then something like EZCare Viper (just started using this, impressed so far).

There's a few products out there that work very well.

My choice would be,
Auto Finesse Imperial for the initial clean.
Auto Finesse Iron Out to remove any embedded brake dust.
Auto Finesse ObliTARate for the tar spots.

Then a good wax or sealant to protect them.

Car Pro Iron X and Tar X work very well too, or if you're pushed for time, Trix is a mixture of both tar and fallout remover.
