Anything short of removal, media blasting, repair as necessary and galvanising is probably just papering over the cracks.

Agree with the person above that removal is the best solution.
I used a 3" air sander with some of THESE on a rear subframe a while ago which were good, though expensive. There's a video on the page which shows them in action.
I then found some Norton Clean & Strip discs which, whilst being of a similar quality, were priced a lot better and did as good a job, at least in my eyes. Once down to bare and shiny metal, use a finish of your choice. I just primed and painted as I wanted it looking pretty.
