A short plate can be perfectly legal and sensible though. It's entirely down to how long the string of characters you need to fit on it is.

OP, my plate could fit on a slightly shorter version, but I deliberately stuck to a full length one so as to have it cover the screw holes left from the previous plate. I know it's not what you want, but it is a very easy and cheap solution.

Hopefully the suggestion others have made to fill them and touch them up will hide them enough not to constantly irritate you, but the trouble is, even if very hard to see, you will always know they're there!

I'd stick some plastic JB weld in the hole, make sure that it's proper flat and smooth in there and then give the bumper a good mop. The holes are so small you probably won't even need to paint them, it'll only be you that notices that they're there.

You could contemplate a plate made just long enough to cover the holes.
This imo.

Either that, or do a proper job. Get a body shop to fill/paint, a fair few £100 pounds to get it right.
Pay your money, take your choice!

I'd pop a small plastic trim clip in there, with the cap painted in body colour with a bit of touch-up paint.
