They need somewhere to send the paperwork, & a PO box gives that. From memory it was a few dollars a month.
We had some difficulty with Victoria's motor registry, [can't remember their name]. My son was in the navy, & they were having a problem with mail getting lost. He wanted to use our Queensland address as a mailing address.
Those dumb southerners could not get their head around the fact it was only a mailing address, & a better one than HMAS Manoora, when she was a few thousand nautical miles away. They wanted us to register his Victorian car in Queensland.
Finally got a smart one who sorted it all in just a few minutes. Keep trying, you'll probably get lucky eventually.
