I guess Ford had a fleet of cars that they supplied to the good and great.
I think you'll find that Ford had agreed blocks of registration numbers with the Essex licensing authority. This would save them having to register each vehicle individually. They would then work their way through the number sequence. I suspect that in between the two cars you picture would be a good number of 'ordinary' Ford company cars. The PR Department was just allocated the next number in the sequence when they needed to register a 'celeb', publicity or road test car. That's certainly how it seemed to work when I was there a few years later. Please humour me.
