In the States they are, which is where the poster of that comment resides. They can be used only if granted a special license, but apparently to get such a license is difficult/costly.
Ah, right! Just I was sure they are not illegal here for air-guns, but willing to be proven wrong. They're definitely legal for firearms here as I have one on my FAC.

To be legal on an FAC rifle, they must be listed on your certificate. They are perfectly legal on an air rifle with no formalities or paperwork required.

I chose a .22 for shooting little small wabbits with and other undesirables that might come onto the land..., however for a good punch get one with gas

Yep. Wouldn't like to think about putting one on even an airgun here.

As for the licence, I believe it's a subset of the Class III firearms licence, which allows you to have pretty much anything you can think of. Can't ever have had a criminal record of any kind, local police chief has to approve, full background check, etc, etc.

My boss' boss in NJ has an underground arms bunker in North Carolina, with about 1300 guns. He's quite mad though. About $5M worth; his retirement fund. Includes a water cooled .50 caliber from a boat. Utter lunatic.
