The speed cameras / guns are calibrated to be 100% accurate.
Therefore it's down to the discression of the user if they allow a tolerance or not.
But the 10% is about normal.
Perhaps some member of the force can confirm / deny this.

firstly on motorways i was told by a guarda thats was doing me for 147kph , that had i been doing up to 135kph i wouldnt have been stopped {his words not mine } , as far as that rest goes 10% is the guide line they have to go by , unless they in picky humour , in which case it dont matter, in england they have to have 2 policemen or video/pic evidence to justify been stopped but over here a guardas word is enough , i know off one person stopped {few years ago now } who was told he was doing a speed his car couldnt manage if dropped off a cliff .
personally i have 8 points , none off which are in my capri turbo / subaru forester turbo , or any off my motorbikes , all in a company 1.3 turbo diesel opel combi van , but i deserve my points as i was speeding so hey my own fault , 1 , on N7 {3 lane carrageway} doing 86kph in what was supposed to be a 60kph {so i am told } , another was doing exactly 80kph outside finglas {which i thought was speed limit } but was 60 kph , again my own fault .... thats all forgot to pay one hence 8 points and 400 euro fine , should have paid the 80 euro and got my 2 points , only problem is that all the points started in december 06 , bloody long time before they go away , first stop was in april , next june then july , but points only in december !!!!! very logical .....
