Phone Cradle positioning

Being a work place safety rep i need some precise information on the legality on the positioning of a mobile phone cradle. I am trying to find the relevant part in the Construction and use Regulations. Below is for a Delivery PDA Unit
The picture below is in a commercial vehicle so makes the matter more important. The way i see it any employee driving with the 10-2 steering wheel position will break their fingers in any emergency maneuver. Then we have the issue of head impact as well in any accident.
