What reports? How would anyone know? Once someone has passed an IAM test - via Skills for Life or FastTrack - there's no follow up. Many (most?) people who complete Skills for Life never return for further training, so may forget things over time too.

I agree with you that the Skills for Life route has the advantage of giving time for new skills to sink in. Equally, however, it has the disadvantage of variable Observer standards: it's pot luck whether you'll get a brilliant Observer or a substandard one. At least with FastTrack, you know you're getting a professional instructor who should not only know what they are talking about, but possess good coaching skills too.
