You could look at it from another perspective, that on approach to cross roads you see the other car approaching, it's not signalling, so you slow down and "give" priority, if he gets there first and goes your happy, always better/safer to give rather than take priority, remember not everyone signals so unless his road position "tells" you where he is going your still not sure until he commits!

As a general rule as already stated correctly above I would suggest that on the whole the car/vehicle going straight on has the right of way as he is NOT crossing traffic.

We should never pull out if our actions cause another road user to slow down or change direction

"Cross the path of other vehicles safely"
When turning right, do not cross the path of vehicles approaching from the opposite direction unless you can do so safely. Other vehicles should not have to stop, reduce speed, or swerve to allow you to cross.

Clearly referring to vehicles on a major road -- would be a nonsense otherwise. Consider a roundabout.
