As a cyclist you're damned if you do and you're damned if you don't :\

I nearly rear ended a cyclist last winter, damp, no moon - 60mph, long straight country road. Car coming the other way so I was to the left of the road.

As the car passed, I saw about 20yds in front of me (in time to hit the brakes) a guy in black jacket and jeans, black hat (no helmet) no reflectors, no lights. I opened my window "excuse me fella - had that car been 5 seconds further back, I'd probably have killed you - you might want to get some lights.."

The response came

"yeah mate"

suit yourself.

Happily, I saw a chap seemingly riding home from work on the A4 on saturday - dark blue trench coat, no lights - a police car pulled up next to him, clearly had a word - the guy pulled his bike onto the pavement, got off and set to walking.

Suspect he was soon back on it when the 5-0 were out of sight but at least they tried.

If the lazy gits could have been bothered to do the paper work they could have prosecuted. It's because they know the police can't be bothered to enforce the law that these cyclists don't bother to light up properly. The Police haven't got a target for this sort of offence so that's why they don't bother.

They are muppets. Simple as that. They are aware they require lights and have none. No regard for their own safety. I see several every day.
I say this as a keen cyclist myself.
I once had to cycle to a friend's house to collect my pickup, it was dusk and my bike lights happened to be in the pickup, so I had to go dark. I managed to fashion a rear light from a lightsabre keyring that a friend bought me, but jesus it was terrifying, I stuck to the quietest and most well lit roads I could find.
I don't understand why anyone would cycle without lights volentarily.
