Arm signals: right arm circular movement out of driver's window, to signify the following driver may overtake if they want to, still legal?

The meaning of the signal you describe is "I intend to move in to the left or turn left". It is not an invitation for following vehicles to overtake, although that is often how it is interpreted.

I remember my driving instructor, nearly 30 years ago, making me do a whole lesson using just hand signals !

Test in 1964

Driving window open throughout. Hand signals aplenty, even the 'i intend to turn left' given to a police officer at failed traffic lights!!!

Yeah, the cars even had carburettors!

1964 - that was my test too, Saturday morning in Ilford High Road. In the prep lesson immediately before the test my instructor was joined by the driving school owner - the most argumentative man alive and in a really bad mood with the instructor. He pulled me to pieces so naturally I failed when it came to the test. That was the instructor's last day at the school as well. Car was a 105E Anglia. Happy days.
