Mini Cooper S Coupe R58 - 3rd brake light

Sorry if this is a dumb question....... I have 2012 MC S Coupe as a 2nd owner. The 3rd brake light / high level brake light has never worked. It is located just below the boot spoiler so not in the rear windscreen like most Lights.. Should it work? The light unit/red reflector is there.. But never illuminates and nothing said at MOT as advisory etc
I am booked into Mini this Friday for Climate control re-gas so might mention to the Garage...but not if it shouldn't work and just a reflector
