I too have just come back from a week in Lake Garda, seen loads of them orange boxes too, they are clearly speed cameras BUT all the locals were thrashing past them at more tham 50kph (30mph) without aparent fear of prosecution !!

I concur, probably about 10 to 15% of the stuff I send to my niece in Toscana doesn't arrive, I'm sure it must end up in a Italia postal workers pocket somehow.
I had a fine some years ago when I lived in Trentino, didn't know about it until I received a strongly worded letter from some magistrate in Trentino, it threatened a doubling of the 100EUR fine if I did not pay. I did not and have heard nothing since. I visit italy periodically to see family and always worry that if the Carabinieri stop me then I'll pop up on their database and be in financial strife.

Yes, I have German friends that are waiting for speed tutors fines to arrive since last year. But even Italians that now live in Italy like me can't keep up with all the changes in these things, they are changing every month and since 2011 the government is looking for money more than ever so be careful...
On the other side I got several "flashes" from speed radars in France and anything is arrived.

About our postal system it is really poor, if you have to send something here I advice you to buy it online using Amazon (never failed a delivery so far) or use some private services like UPS...
