Have to hand it to Welshbeef, he's GOT TO be the most INCREDULOUS poster on PH. Never have a read the rantings of a more OVERTLY WORKED UP person. I'd love to see him in real life (from a safe distance, and with a taser at hand just in case) to see what he's like in during a bout of INCANDESCENT RAGE at the GROSS INJUSTICE OF IT ALL.

They are being consistent and, it would appear, looking for evidence against others and, following the norm in the USA, are offering a reduction in sentence for cooperation. But first, it would appear, they want evidence of contrition.
Which, going by the second link, they are not going to get.
If Armstrong wants to have his ban reduced then the ball if firmly in his court. The USDA have merely said that they will listen.
As for Contador, other posters on here have explained that. I'm surprised, though, that anyone with any knowledge of international cycling would have needed it simplified.
