removable steering wheel horn contacts

In the middle of the 7 pics you can see the pick up points which I assume are for the horn button. Thing is, the steering wheel got left in the rain at the weekend, and now the horn won't work. Are there any electrical gubbins in the wheel itself, or is it just a simple switch? In which case am I likely to have blown the horn fuse by pressing the button if it was wet in there? I would have thought if it was still wet I would have been more likely to have had the horn blowing at odd times rather than not at all but then I know nothing about electronics!
