The Peugeot CEO was racing with Oak Racing at the ELMS race at Spa over the weekend. Many news organisations interviewed him and asked about a possible return to LMP1... He said there are three requirements and two have been fulfilled

1 The PSA group should be profitable
2 A Dakar win
3 A clear strategy from ACO/FIA to control costs....

Can't see costs coming down without one or two of the current P1 teams pulling out.

Even Porsche and Audi, cut there teams this year due to cost.

VAG has a few issues with some diesel fuel consumption figures that weren't quite right

Audi and Porche both seem to be spending well over what Peugeot are willing to though, and Peugeot would have the start costs to find too, costs have spiralled since they were last in P1 by all accounts, and another manufacturer coming in would only encourage them to rise further.
Peugeot obviously want the ACO to take drastic action to bring costs down, but there's no real incentive at the moment for the ACO to do that, they'd like a French team at Le Mans, but they don't seem to need one judging by the crowds, and globally I bet they'd rather have BMW coming in with a hydrogen fuel cell car than Peugeot with another hybrid petrol or diesel.
